Santa Barbara County

JoAnn holds HUD LLB status for San Luis Obispo County, qualifying her to list and manage HUD REO assets directly. LLB status requires HUD approval and demonstrated compliance with HUD asset management protocols, disclosure requirements, and marketing standards.

Why Central Coast REO Is Different

San Luis Obispo, Santa Barbara, and Kern Counties are not interchangeable markets. An asset manager assigning REO in these counties needs a local broker who understands:

  • Coastal property complexity — Coastal Commission jurisdiction, view easements, beach access rights, vacation rental history, and HOA overlays are common in SLO and Santa Barbara coastal assets.
  • Agricultural and land parcels — Rural REO in Paso Robles wine country, Santa Ynez Valley, and Kern County agricultural zones requires specialized BPO methodology and a different buyer pool than suburban SFR.
  • Solar and PACE liens — Central Coast properties have high solar penetration. PACE loans, solar leases, and owned systems each require different handling at disposition. We have managed all three scenarios in REO context.
  • California disclosure requirements — California imposes more disclosure obligations on sellers — including REO sellers — than virtually any other state. Our disclosure package is compliant and defensible.
  • HOA-encumbered properties — High concentration of HOA communities in coastal SLO and Santa Barbara markets. HOA super-priority liens, delinquent assessments, and transfer fees must be addressed at disposition.
  • Multi-family and income properties — Tenant-occupied REO in California requires strict adherence to AB 1482, just-cause eviction rules, and required notice periods. We navigate this correctly.
